How to report dumped rubbish in Whittlesea, Hume and Merri-bek
Rubbish dumped on the street or a nature strip is the council's to clear, and reporting it is free. Here's who to tell.
Checked 3 November 2026. Council fees and rules change, so check the source before you go.
Rubbish on public land is the council's job
If it's on the street, a nature strip, a park or a reserve, report it to the council and they'll clear it. We only clear private property, so we're the ones to call if it's dumped on your land, driveway or car park.
City of Whittlesea
Use the Report dumped rubbish or litter form on the council's Customer Portal, call 03 9217 2170, or use Snap Send Solve. The council says litterers can face an on-the-spot fine upwards of $300.
Hume
Use Snap Send Solve, the council's online form, or call 9205 2200.
Merri-bek
Use the Report dumped rubbish form on the council website. The council aims to respond within 5 business days and deals with hazardous dumping first. The on-the-spot fine is $363, and up to $4,000 for individuals in court.
Building waste, asbestos and chemicals
Construction and demolition waste, asbestos, soil, tyres and chemicals dumped anywhere go to EPA Victoria: the 24-hour hotline is 1300 372 842, or report online.
Dumped on your property?
Landlords, agents and owners corporations can have it cleared and get photos and a tip receipt for the file. See rubbish removal for property managers.
